The Bureau of Indian Standards (BIS) certification is required for each product sold in India. It is a certification mark granted by the BIS, a statutory agency within the Ministry of Consumer Affairs, Food, and Public Distribution of the Government of India.

What is BIS Certification?

Various types of schemes under BIS certification

#. ISI Mark Scheme Registration for Domestic Manufacturers:

Manufacturers falling under compulsory BIS certification (Scheme-I) must register through the regular procedure, unless some of the specific products are eligible for simplified registration. For ISI Mark Scheme Registration, the domestic manufacturers submit the BIS registration application (Form V) along with documents and fees. The BIS officers conduct evaluations, test samples, and, upon meeting quality standards, issue the BIS certification, typically within 4-6 months.

#. Registration Under Simplified Procedure for Domestic Manufacturers:

Designed for efficiency, the simplified procedure offers the BIS Certification requiring mandatory application for listed products. Manufacturers submit documents, self-evaluation reports, and product samples for testing. The BIS officer verifies the factory, and upon meeting standards, grants the BIS certification within a swift 30-day period. Exceptions include certain products requiring approval from other authorities or where factory testing determines the BIS licence.

#. ECO Mark Scheme Registration:

Under the ECO mark scheme, BIS certifies environmentally friendly products, granting an 'ECO' logo in addition to the 'ISI Mark.' The single mark signifies adherence to environmental criteria and Indian Standards. Obtaining a BIS Certificatoin under the ECO scheme follows procedures similar to normal or simplified registration. Manufacturers with existing BIS certification can request inclusion in the ECO mark scheme, with the BIS facilitating the process.

#. Foreign Manufacturers Certification Scheme (FMCS):

The FMCS allows foreign manufacturers to obtain the ISI mark & BIS Certification within six months under CRS or Scheme-I. Overseas applicants must set up an Indian branch office, nominate an agent, and submit the BIS application, documents, and fees. After a preliminary inspection, product testing, and compliance verification, BIS grants certification. Foreign manufacturers pay annual fees upon certification.

#. BIS Compulsory Registration Scheme (CRS):

Introduced in 2012 by MeitY, the CRS mandates BIS certification for listed electronic products. Manufacturers submit a self-declaration of conformity (Form-I), test reports from recognized labs, and an affidavit ensuring product conformity. The BIS grants certification when the application demonstrates manufacturing infrastructure and test results align with relevant Indian Standards. The BIS Certification under CRS allows manufacturers to use the standard mark with a unique R-number.

#. List of products requires BIS Certification / Registration

The BIS certification is primarily voluntary, with businesses encouraged to obtain certification voluntarily to showcase adherence to quality standards. However, the Central Government mandates the mandatory use of the Standard Mark, facilitated by a License or BIS Certificate of Conformity (CoC), for specific products. This enforcement arises from considerations such as public interest, health protection, environmental safety, prevention of unfair trade practices, and national security. The process involves the issuance of Quality Control Orders (QCOs) to ensure compliance for the designated products.

Validity of BIS Certificate in India

The BIS certification granted by the Bureau of Indian Standards remains effective for a duration of two years. Manufacturers have the option to extend the certification as long as there are no alterations to the relevant products and specified standards. The updated BIS certificate will remain valid for a minimum of one year and up to a maximum of five years.

Renewing the BIS certificate entails an annual advance minimum marking fee and license fee. In cases where the renewal application is submitted after the expiration of the certificate, an additional late fee of Rs.5000 is required.
