Purpose of WPC Certification

The Wireless Planning and Coordination (WPC) Certificate, granted by the Ministry of Communications in India, is a crucial authorization for wireless communication devices. What is WPC Certification?

The WPC Certification is the approval required for the import and sale of wireless products. The WPC Certificate is issued by the Wireless Planning and Coordination Wing, a division of the Department of Telecommunication, and obtaining it is mandatory.

Manufacturers and importers of Bluetooth and Wi-Fi-enabled, ZigBee devices must secure a WPC certificate/licence (ETA certificate).

Furthermore, For businesses involved in the wireless device industry in India, obtaining a WPC certificate is mandatory.

Eligibility Criteria to get WPC Certification

#1. For Manufacturers and Importers

Manufacturers and importers of Bluetooth and Wi-Fi-enabled devices are required to obtain WPC certification and Import licence before selling these products in the Indian market.

#2. For Representative Appointed

If the Importer is a foreign corporation, it must designate an authorised agent for WPC approval in India. The authorised representative will act on behalf of the foreign company during the filing process in India for WPC approval.

#3. For Results of Frequency

The frequency results of the specific wireless accessory must be consistently available. The individual results should specify resolution bandwidth, video bandwidth, frequency, and sweep parameters.

#4. For ISO Laboratories' Report

If the product is manufactured in the country, there is no need for in-country testing. However, a specific RF (Radio Frequency) report from an ISO/IEC 17025 recognized laboratory is mandatory.

#5. For De-Licensed Frequency Bands Are Required

All wireless devices must operate on designated de-licensed frequency bands. It is mandatory for wireless-capable devices to be capable of functioning on these de-licensed frequency bands only.

#6. For Sheet of Technical Information

The applicant must possess a technical data sheet, obtainable from the relevant authority upon request.

Types of Licences Issued by WPC

#1. Importer's License

The WPC issues an importer's licence to businesses involved in importing wireless products into India. WPC import licence grants permission to import wireless devices from other countries and sell in India, provided the importer also obtains ETA Approval and Import Export Code.

#2. Equipment Type Approval (ETA)

Before any wireless device operating in the de-licensed frequency range can be sold or imported in India, it must obtain Equipment Type Approval (ETA) from the WPC. Additionally, every wifi product manufactured within India in the category, including RFID, cell phones, Wi-Fi, Bluetooth, zigbee devices, must possess a valid WPC ETA Certificate.

#3. Dealer Possession License (DPL)

DPL License holders can't sell their products to companies that don't have permission from the WPC to use those products.

#4. Non-Dealer Possession License(NDPL)

NDPL License, which stands for "Non-Dealer Possession License," is given to businesses that do not sell or own wireless products. Such businesses are only required to own wireless products. For example, a local cable operator.

#5. Experimental License

Any business that intends to explore or experiment with new wireless devices must require the Wireless Planning and Coordination (WPC) experimental licence before carrying out any experiments on new wifi devices. #6. Network License

Organisations intending to utilise the limited radio frequency capacity of the country for communication services, such as mobile networks, cable, and DTH, are required to acquire a network licence.

What is ETA?

Equipment Type Approval (ETA) is a mandatory authorization issued by WPC, required before selling and importing any wireless device operating in the de-licensed frequency band in India.

Which products need WPC ETA approval?

WPC ETA Approval is mandatory for every wireless product that operates within the de-licensed frequency band in India.

Even if a wireless product is manufactured within the country, it requires a WPC ETA certificate to enter into the Indian market. This category encompasses various devices, such as Bluetooth gadgets, mobile phones, Wi-Fi technology, RFID, and others.

If a product is manufactured in India and incorporates RF module(s) with no modification or alteration, no separate WPC ETA approval is necessary for the finished product.

However, products manufactured outside India necessitate a WPC ETA certificate for each item before import.

In cases where RF modules are distinct entities, ETA must be obtained specifically for the RF module.

For products falling outside the mentioned category, the WPC ETA certificate can be obtained by applying online through the routine procedure to the relevant Regional Licensing Offices (RLOs), such as for drones and special cameras.

Note:- Equipment Type Approval (ETA) is given for a particular model and is valid as long as the product model is being manufactured without any modification.
