What are the Key changes in ISO 22000:2018 vs ISO 22000:2005?

Food and health safety is indubitably one of the fundamental concerns of every modern consumer.

It has been widely discerned that the buying behaviours are now being governed by the global quality and product safety standards, rather than the existence of a big brand name. Talking about food products, it is irrefutable that ensuring complete food and health safety has become the main drive for today’s cognizant consumer of this globalized era.

In this context, the significance of ISO certification 22000 can never be overlooked. Food experts refer ISO 22000 as a fundamental quality benchmark of all food businesses. Since its first edition in 2005 as a general derivative of ISO 9001 QMS, the ISO 22000 has been much effective in addressing various challenges to the food industry, both natural as well as manmade.

However, the users and the food business operators (FBOs) in the supply chain have been encountering new pitfalls in food safety that are more complex in nature. This had urged a necessity for the standard to be amended. In a bid to rule out the new risks and hazards in food safety management, the International Organization for Standardization has recently phased in the all-new 2nd edition of the food safety standard, i.e. ISO 22000:2018.

#1. When was ISO 22000:2018 introduced?

ISO 22000:2018 was rolled out by ISO on June 19 2018. No doubt, it is quite congruent with other widely acclaimed ISO standards, such as ISO certification 9001, ISO 14001 and ISO 10001. Besides, it can be easily integrated with quality management systems such as the

  • PDCA (Plan, Do Check, Act) Cycles,
  • HACCP (Hazard Analysis and Critical Control Points ),
  • HARPC (Hazard Analysis and Risk-based Preventive Controls) and
  • SWOT (Strengths, Weaknesses, Opportunities, & Threats) analysis.

#2. What were the drawbacks in ISO 22000:2005 that urged for ISO 22000:2018?

It is beyond doubt that the shortcomings of the previous version have paved way for the introduction of ISO 22000:2018. Some of the gaps that have been filled up in this new version pertain to-

  • Commitment from leadership and top-level management
  • Risk management
  • Communication (explanation of ‘dynamics’ of communications rather than only ‘mechanics’)
  • Less rigid but more comprehensive food safety manuals

#3. How is ISO 22000:2005 different from ISO 22000:2018?

The ISO certification 22000:2018 is quite distinct from its 2005 edition. Apart from filling the gaps, it is one of those ISO standards that have evolved unprecedented changes, just as the ISO 45001:2018. The key changes in the latest version of ISO certification 22000 are in respect of-

  • The High Level Structure (HLS): As to make this benchmark more compatible and easily adaptable for all the businesses, the new edition of ISO 22000 will be implemented on the basis of a High-Level Structure (HLS) the same structure as all the other ISO standards such as the ISO 9001:2015 also follow. This is useful for the organisations that use multiple standards and seek compatibility between them.
  • Risk-based approach: ISO certification 22000:2018 is now based on risk management and includes an innovative approach to trace and rule out potential risks.

#4. What are the new aspects included on ISO 22000:2018?

As discussed above, the new management system standards include many novel aspects such as-

  1. Animal food- Unprecedentedly, the ISO 22000 now covers the aspect of animal food. This aspect is intended to take into account pet health as well as the wellbeing of food-producing animals such as cattle and milch animals.
  2. Control of externally provided processes, products or services- This chapter is added with regard to control of suppliers of food products or services to address those unknown external factors of food safety hazards.
  3. Changes in definitions: Significant modifications have been made to the terminology. Some important terms have been rephrased, such as-
  • Harm’ is replaced by ‘adverse health effect’ to emphasize the degree of food safety hazard.
  • Assurance’ has been used to highlight the relationship between the consumer and health safety of the food products.

#5. Which quality-control strategies are included in ISO 22000?

The new standard intends to cover all risks by having 2 separate principles working together- one is the PDCA approach and the other one is Hazard Analysis and Critical Control Points (HACCP).

  • PDCA cycle: The standard emphasizes on the Plan, Do, Check, Act cycle, for periodic assessment and removal of risks.
  • HACCP: ISO 22000 also clearly expounds the HACCP strategy and clearly elaborates the differences between key terms like Critical Control Points (CCPs), the Operational Prerequisite Programmes (OPRPs) and the Pre-requisite Programmes (PRPs).

#6. How much is the time for the transition to ISO 22000:2018?

According to ISO, There is a 3-year transition period until 19th June 2021, after which ISO 22000:2005 will be withdrawn. As the process of implementation has already begun in India, many FBOs having food licenses or FSSAI registration are advised to opt for ISO 22000:2018 as well.

#7. How to adapt to the new ISO certification 22000?

Here is the recommended method for the transitioning to ISO 22000:2018:

  • Be aware of the requirements of ISO 22000:2018. And if you have already undergone this ISO certification process, you should concentrate on where to change the criteria.
  • Make your personnel fully trained and well-versed with the requirements of ISO 22000:2018.
  • Trace the gaps that are to be filled for fulfilling new requirements.
  • Make an implementation plan.
  • Assess the efficacy of your implementation by the way of internal audits and define supplementary measures.
