Trade & commerce to get further boost as 17 states to roll-out intrastate E-waybill till next month
Although the pace of implementation of reforms under GST regime had begun to come to a halt owing to a few glitches in the electronic mechanism of goods transit, better known as E-waybill. This had posed stumbling blocks to the smooth execution of the growth-oriented measures under GST registration. However, following the onset of FY 2018-19 the government has tremendously paced up the reforms once again, especially with regard to the E-waybill roll-out.
With the interstate E-waybill already implemented from the 1st of April, the CBIC is progressively accomplishing the task of rolling out the intrastate E-waybills. As per its scheme, the department had proposed to implement the intrastate E-waybill mechanism in all 29 states by June 30 in a phased manner. It had begun by introducing intrastate E-waybills in 5 states on 15th April 2018. By 1st of May, as many as 17 states will have intrastate E-waybill.
#1. Where has the intrastate E-waybill introduced so far?
In the first phase that started on 15th April, the GST department had introduced intrastate E-waybill in 5 states viz. Gujarat, Uttar Pradesh, Kerala, Andhra Pradesh and Telangana. It was already effective in Karnataka from 1st April.
In the 2nd phase, i.e. on 20th April, the E-waybill was introduced in 6 more states, namely Bihar, Jharkhand, Haryana, Himachal Pradesh, Tripura and Uttarakhand.
#2. Which states have recently rolled out intrastate E-waybill?
As per the recent update, the Central Board of Indirect taxes & Customs (CBIC) has introduced E-waybill in five more states, namely Arunachal Pradesh, Madhya Pradesh, Meghalaya, Sikkim, and Puducherry with effect from today, i.e. 25th April. By 1st of May, it will be implemented in Maharashtra as well.

This will surely give much impetus to the trade & industry in the abovementioned states insofar as it will facilitate it will allow legalized unhindered goods transit.
#4. How much has it accelerated the generation of E-waybill?
No doubt, the increased pace of implementation has tremendously accelerated the process of E-waybill generation. So far, around 1.84 crore E-waybills have been made nationwide. Out of these, 22 lakh E-waybills are for intrastate goods transfer.
#5. What is the current scenario regarding GST return filing?
The decision on the reintroduction of GSTR-2 is yet on hold. No concrete decision has been taken as yet regarding simplification of GST return filing procedure. In this regard Prime Minister Sh. Narendra Modi has quoted-
“In a week, a draft will be prepared and presented before the GST Council, which will take the final call on returns simplification,”
